Kyle’s letter emphasizes a significant pivot towards defence and national security, aiming to realign ATI’s focus and leadership to better serve the nation’s strategic interests in AI, potentially at the cost of its current work in health and the environment.
This demand for a “reformed focus” is a clear indication that the government is dissatisfied with ATI’s existing “Turing 2.0” strategy. Kyle explicitly calls for defence and national security projects to form the core of ATI’s activities, advocating for stronger ties with the UK’s security, defence, and intelligence communities to bolster “sovereign capabilities” in AI.
Furthermore, the Technology Secretary has signaled an expectation of leadership changes at ATI, stressing the need for an executive team with relevant background and sector knowledge in defence and national security to lead this transition. This comes amidst an internal restructuring at ATI, which has reportedly caused concern among some staff members regarding the institute’s credibility.
The government’s leverage is significant, having recently provided a £100 million five-year funding deal to ATI. The implicit threat of a review of this “longer-term funding arrangement” next year adds considerable weight to Kyle’s demands.
